Community Preservation Committee Minutes of August 20, 2008

The second meeting of the Community Preservation Committee ( CPC) met on Wednesday, August 20, at 7:00~p.m.~in the Selectmen's Meeting Room at Hanson town hall. it was called to order at 7:10 p.m.~ In attendance were:

William Clay, representing the Parks and Fields Commission
Allan Clemons, representing the Historical Commission
Laura Fitzgerald Kemmett, as citizen-at-large
David Harris, as citizen-at-large
John Kemmett, representing the Conservation Commission
Philip Lindquist , representing the Planning Board
Patty Norton, as citizen-at-large
Robert Sears, representing the Housing Authority
Bill Strait, as citizen-at large
James Egan, Chairman of the Board of Selectmen
Steven Amico, Selectman
Donald Howard, Selectman
Cynthia Long, Assessor/Appraiser
Jeanne Sullivan, Treasurr/Collector
Stuart Saginor, Executive Director of the Community~Preservation Coalition
Liz Gimson, Community Preservation Coalition staff member~

Chairperson Robert Sears introduced our invited guest speaker, Stuart Saginor, Executive Director of the Community Preservation Coalition. Mr. Saginor commended us on our early start following the adoption of the community Preservation Act in May. Of the 133 towns and cities which have adopted CPA, Hanson’s CPC has been the quickest to start in the implementation process. He spent the remainder of the evening giving a power point presentation of the fundamentals of CPA and what the CPC must do in its implementation. he entertained questions throughout the presentation. ( the presentation will be made available to each member of the CPC through a dvd-- thus details have not been included~ within the minutes)~
Some of the highlights included:

The Coalition is available to help cities and towns understand, adopt and implement CPA -- we are in the last stage
Once we have implemented the CPA we will be asked to join the Coalition as a dues paying member
Matching funds for 2009 are projected to be in the 40% - 50% range.
The Coalition is hoping to get the Registry of Deeds fee increased so as to support a guaranteed 75% match.

Prior to adjournment the minutes of July 30, 2008 were approved with minor corrections. The next meeting date was set for September 17, 2008 at 7 p.m. in the Selectmen’s Meeting Room.
The meeting adjourned at 9:30 p.m.
